If your organization has ever wanted to run a fishing day, a youth boating class, or a streamside program but could not cover the gear, here is a grant worth a look. The Pennsylvania Fish and Boat Commission has reopened its R3 education grant, with awards of up to 25,000 dollars for groups that get more people fishing and boating. Applications are open now, and the deadline is December 1, 2026.

What the R3 grant funds

R3 stands for recruitment, retention, and reactivation, which is the Fish and Boat Commission’s shorthand for bringing new people into fishing and boating, keeping the ones who start, and winning back the ones who drifted away. The grant, run by the Commission’s Bureau of Outreach, Education and Marketing, is built to support that work at the local level. In plain terms, it helps pay for the rods, reels, life jackets, tackle, and other equipment that a good hands-on program needs, along with the programming to put them to use.

The award tops out at 25,000 dollars per organization. Applicants have to bring at least 25 percent of the total project cost themselves, whether in cash or in kind, and the grant is reimbursable, meaning you spend first and the Commission pays you back rather than cutting a check up front. That is worth planning around if cash flow is tight.

Who can apply, and who gets priority

The eligible list is broad: school districts, universities and colleges, community and civic groups, sporting and conservation organizations, and local recreation departments. That covers a lot of the H2O network. State government agencies are the notable exception and cannot apply.

The Commission gives an edge to projects that do more than one thing well. Preference goes to programs that offer several hands-on opportunities, that reach audiences often left out of fishing and boating, including girls and women, young adults roughly 18 to 25, people with disabilities, and diverse communities, and that take place in Environmental Justice Areas. Projects that provide public water access, keep fees free or low, and limit how much of the budget goes to staff pay also score well. For a lot of communities in our basin, that priority list reads like a description of the neighborhoods that need this most.

Dates to know

Applications opened September 16, 2026, and close December 1, 2026. The Commission expects to announce awards in March 2027. Funded projects run for roughly a year, from about July 1, 2027 through June 30, 2028, with a final report due July 15, 2028. If your group wants in, the fall is the time to build the plan and the budget, not the week before December.

Why it matters for the rest of us

Getting people onto the water is not a side project for a watershed network. It is how the next generation of anglers, paddlers, and volunteers learns to care about a river in the first place, and people tend to protect what they have waded into. A grant that puts rods in kids’ hands on the Yough, the Casselman, or the Allegheny is building the same constituency that shows up later for cleanups and comment periods. If your organization can pull a program together, this is real money to do it with. The paperwork is the price of admission, and the deadline is closer than it looks.
