Data centers are the buildings behind the cloud, streaming, and the current wave of artificial intelligence. They are also some of the thirstiest facilities being built today, and Pennsylvania’s rivers and aquifers are squarely in their sights. Here is what that means for our water, and a free way to learn more this fall.
You have probably seen data centers in your social feed lately, usually framed as an energy story. But behind every search, video stream, and AI prompt sits a warehouse full of servers that run hot around the clock, and the most common way to keep them cool is water. A lot of it. As developers look east from drought-stressed regions toward Pennsylvania’s relatively abundant water supply, the Commonwealth is quickly becoming a prime target for hyperscale data center development.

How much water are we actually talking about?
A large data center can draw up to 5 million gallons of water per day, which adds up to roughly 1.8 billion gallons a year. Nationally, U.S. data centers were already consuming an estimated 449 million gallons of water every day as of 2021, and demand has climbed sharply since as AI workloads have exploded. Researchers estimate that a single 100-word AI prompt can use about one bottle of water once you account for cooling. Multiply that by billions of prompts a day and the scale comes into focus.
The water bill comes twice
Here is the part that often gets missed. Data centers hit our water resources twice. First, water is used directly to cool the servers, much of it lost to evaporation rather than returned to the stream. Second, the enormous amount of electricity these facilities demand is generated at power plants that are themselves major water users. A coal plant can consume more than 19,000 gallons of water per megawatt-hour, and even a natural gas plant uses around 2,800 gallons. More servers means more power, and more power means still more water.
Why Pennsylvania, and why now?
Pennsylvania’s water riches are exactly what makes it attractive to developers, and exactly what puts our watersheds at risk. The Susquehanna River Basin Commission has already flagged the trend. Within the Susquehanna basin, power generation accounted for 73% of all consumptive water use in a recent accounting, and the Commission has moved to encourage dry and hybrid cooling technologies specifically to blunt the impact of data centers and similar facilities. The first data center project in the basin has already been permitted in Luzerne County, and it will not be the last.
Elsewhere the warning signs are clearer still. In Northern Virginia, the country’s densest data center corridor, facilities used nearly 2 billion gallons of water in a single year, a 63% jump in just four years. That is the trajectory arriving in our part of the state, and the decisions being made now, on zoning, on permits, on who pays for new infrastructure, will shape our water future for decades.
