What a Healthy River Is Worth: The Economic Case for Protecting Our Watersheds

Here is a question that does not get asked nearly enough at budget meetings. What is a healthy river actually worth?

Not in the poetic sense. In dollars. Because a new fact sheet from the U.S. Environmental Protection Agency, The Economic Benefits of Protecting Healthy Watersheds (April 2026), lays out the answer in plain numbers, and the numbers are striking. Protecting the watersheds we already have is one of the smartest financial moves a community can make. Often it is far cheaper to keep a watershed healthy than to clean up after we let it slide.

For those of us working upstream here in the Ohio River headwaters, this is the case we have been making all along. Now we have the receipts.

Clean source water is cheaper than a treatment plant

The cleanest example is also the most jaw-dropping. New York City protected more than 140,000 acres of forest in the watershed that feeds its taps. The city spends about $100 million a year doing it. In return, that natural filtration has saved customers somewhere between $8 billion and $10 billion in avoided costs to build a filtration plant, plus another $365 million a year in operating costs they never had to pay.

Maine tells a similar story. Portland has held a water filtration waiver for over 30 years thanks to the quality of the Sebago Lake watershed, sidestepping a $150 million filtration plant. Every dollar invested in forest conservation there returns between $4.80 and $8.90 in water quality and other benefits. And in Iowa, simply installing riparian buffers on farmland along the Raccoon River was found to cut drinking water treatment costs by about $71,000 a year, with total benefits to the community reaching $2.63 million annually.

The pattern holds nationwide. EPA cites research showing that a 1% increase in forestland in a source watershed can save a treatment facility up to $63,293 every year. Trees and wetlands, it turns out, are infrastructure. They just do not send you an invoice.

Healthy watersheds are flood insurance you do not have to buy

Wetlands and floodplains soak up storm water and release it slowly, which is exactly what you want when the rain will not quit. In Middlebury, Vermont, the wetlands and floodplains upstream of town reduce flood damage to homes and businesses by an estimated 54% to 78% per flood event. During Tropical Storm Irene in 2011, that single complex was credited with preventing up to $1.8 million in damage.

The flip side is just as instructive. When Arizona’s Schultz Fire burned over 15,000 forested acres near Flagstaff in 2010, the fire and the flooding that followed ran up an estimated $133 million to $147 million in damages. Flagstaff voters responded by approving a $10 million bond to protect the watershed and head off the next disaster. That is the whole equation in one town: $10 million up front, or nine figures on the back end.

Clean water draws people, and people spend money

Nobody plans a trip to a closed beach or a scummy lake. Nationally, the outdoor recreation economy is enormous: fishing alone is valued at $6.9 billion, and boating and other water activities at $36.8 billion. Sportfishing by itself supports more than 1.1 million jobs.

Water quality moves those dollars directly. In New England, people will pay more than twice as much in travel costs to visit a beach with no closure history compared to one with a record of problems. And next door in Ohio, harmful algal blooms in Lake Erie were estimated to cost three coastal counties an average of $142 million a year in hits to drinking water, recreation, tourism, and property values. Clean water is not a luxury line item. It is the engine.

It even shows up in your home’s value, and your health

Clear water raises property values in a measurable way. Across a study of 113 lakes in 32 states, home values rose by an average of $12,104 for every one-foot improvement in water clarity. Around Ohio’s Hoover Reservoir near Columbus, homes within a third of a mile of the shoreline gained about 8% in value for each additional foot of clarity.

And close to home, a 2022 study of 40 small towns across central and northeast Pennsylvania found that most adults who visited nearby freshwater pointed to relaxation and stress relief as the biggest benefit. Three out of four called these waters an important source of recreation, and nearly the same share said they made their town a more desirable place to live. We did not need a study to tell us a creek makes a town better, but it is good to have it in writing.

Why this matters for our work

If you sit on a watershed board, run a small water system, or write grants at your kitchen table, this fact sheet is a gift. The next time someone asks why protection is worth the cost, you no longer have to lean only on the love of the land. You can talk in the language of budgets, bonds, and balance sheets. Protecting a healthy watershed is not spending. It is investing, and the return is one most portfolios would envy.

The streams that start in our hills become the drinking water, the flood protection, the fishing trips, and the home values of millions of people downstream. Keeping them healthy is the bargain of the century. Let’s keep making the case.
