Draft PAG-13 General Permit for Discharges of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4) Available For Public Comment

The draft PAG-13 General Permit was announced on January 18, 2025, in the Pennsylvania Bulletin, and can be accessed in PA DEP’s library. MS4s with existing PAG-13 General Permit coverage and MS4s newly designated as a result of the 2020 census that are seeking coverage under this permit or a waiver must submit (and PA DEP must receive) an administratively complete and acceptable NOI by September 30, 2026. Pennsylvania Clean Water Academy has a presentation of the proposed changes in the draft PAG-13 permit – though it is not intended to provide a comprehensive overview of all components of the permit.

Comments on the proposed permit are due March 19, 2025, and can be submitted through DEP’s online eComment system, via email to ecomment@pa.gov, or by mail to the Department of Environmental Protection, Policy Office, Rachel Carson State Office Building, P.O. Box 2063, Harrisburg, PA 17105-2063.
