NFWF's Innovative Nutrient and Sediment Reduction Grants (Pre-proposal due February 12th) -Funding to accelerate and scale the implementation, maintenance, and sustained performance of watershed restoration practices and approaches that reduce nitrogen, phosphorus, and sediment pollution to the Chesapeake Bay and its local waterways.
EPA's WaterTA Engineering Support (Rolling) - No-cost engineering services to help communities identify needs, conduct preliminary project planning analyses, and produce the engineering documents to set them on the path to apply for funding. Additional engineering support may be available on a case-by-case basis, but WaterTA Engineering Support services do not include the development of final project designs, construction plans, or specifications.
Pennsylvania Department of Agriculture's Dirt, Gravel, and Low Volume Road Maintenance Program (Varies) - Provides money and training to local communities for local road maintenance to address non-point source pollution. Communities should reach out to their Conservation District to learn more information about the deadline and application process.
NFWF's Chesapeake Small Watershed Grants (Due April 2nd) - Supports efforts to achieve water quality improvement, restoration, and protection of key Chesapeake Bay species and their habitats and fostering of an engaged and diverse citizen and stakeholder presence.
Community Conservation Partnerships Program (C2P2) Grants (Due April 30th) - Assists local governments and recreation and conservation organizations with funding for projects related to parks, recreation, and conservation (e.g., planning, acquisition, and development of public parks; recreation areas; river conservation and access, community and watershed forestry; and conservation of open space).
PA DCED's Watershed Restoration and Protection Program (WRPP) (Due May 31st) - Funding to support projects that involve the construction, improvement, expansion, repair, maintenance, or rehabilitation of new or existing watershed protection Best Management Practices (BMPs). Guidelines here.
PA DCED's Flood Mitigation Program (Due May 31st) - Projects authorized by a flood protection authority, the Department of Environmental Protection (DEP), the U.S. Army Corps of Engineers (Corps), or the U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS) or identified by a local government for flood mitigation are eligible for the program. PA DCED's Sewage Facilities Program (Due May 31st) - Funding for costs associated with the planning work required under Act 537. Guidelines here.
PA DCED's Greenways, Trails, and Recreation Program (GTRP) (Due May 31st) - Funding for projects that involve development, rehabilitation, and improvements to public parks, recreation areas, greenways, trails, and river conservation. Guidelines here.
PA DCED's Baseline Water Quality Data Program (BWQDP) (Due May 31st) - Funding for projects that involve practices for water sample collection and analysis to document existing groundwater quality conditions on private water supplies. Guidelines here.
Pennsylvania Infrastructure Investment Authority (PENNVEST) (Rolling; see application cut-off dates) - Funds sewer, stormwater, and drinking water projects through low-cost loans, grants, and loan/grant combinations. Examples of eligible projects include lead service line replacements, emerging contaminants/PFAS remediation, and green infrastructure. PENNVEST has various funding programs, including the Clean Water State Revolving Fund, Drinking Water State Revolving Fund, Advance Funding, Small Projects, Non-Point Source, Pro-Fi, and more. Note: Their Advance funding Program provides low-interest loans and grants for the feasibility studies, design, and engineering of systems (read more below).
HUD's Community Development Block Grant (CDBG) Programs (Varies) - Includes funding for planning and infrastructure improvement (water, sewer, and stormwater). See more informationhere.
PA DEP's Wastewater Technical Assistance Program (Rolling) - Provides no-cost operational assistance to wastewater systems. Available hands-on, on-site services include process control, safety, solids management, energy efficiency, laboratory procedures, utility management, and computerization.
PA DEP's Enhanced Technical Assistance Evaluation (Rolling) - PA DEP offers a no-cost Enhanced Technical Assistance Evaluation (ETAE) with the goal of assisting operators and permittees in reducing nutrients in their plant discharges while maintaining and/or surpassing the requirements of effluent limits established in NPDES permits.
PA DCED's Strategic Management Planning Program (STMP) (Rolling) - Provides matching grant funds to assist municipalities experiencing fiscal difficulties to develop comprehensive multi-year financial plans and establish short- and long-term financial objectives. Phase 2 funding available to pursue activities outlined in plans.
PA DEP's Growing Greener Grants - (Usually opens in the Spring) - Supports projects that reduce non-point source pollution in Pennsylvania waters from agricultural activities, stormwater runoff, abandoned mine drainage, streambank and shoreline degradation, agricultural activities, and energy resource extraction. Consortium for Scientific Assistance to Watersheds (C-SAW) (Rolling) - Free organizational and scientific technical assistance to Pennsylvania-based watershed and conservation organizations. Can help organizations learn how to assess watershed health, identify solutions, and develop monitoring programs, protection plans, and restoration projects.
U.S. Army Corps of Engineer's (USACE) Floodplain Management Services Program (FMPS) (Rolling) - Provides a full range of technical services and planning guidance that is needed to support effective floodplain and flood risk management. FPMS funds USACE staff to conduct technical analysis and provide support to local, regional, state, Tribal, and other non-federal governmental partners at 100% federal cost. See fact sheet here.
U.S. Army Corps of Engineer's (USACE) Planning Assistance to States and Tribal Nations (PAS) Program (Rolling) - Provides technical assistance or comprehensive water resource planning expertise for the development, utilization, and conservation of water and related land resources. Typical studies are only conducted at a planning level of detail, and they do not include detailed design for project construction. Examples of types of studies include flood risk management, water conservation, water quality, stormwater management, and water supply/demand. See fact here.
National Rural Water Loan Fund (RWLF) (Rolling) - Funding program specifically designed to meet the unique needs of small water and wastewater utilities. The RWLF provides low-cost loans for short-term repair costs, small capital projects, or pre-development costs associated with larger projects. Eligible projects include pre-project (planning) for infrastructure projects, system upgrades and maintenance, energy efficiency projects, and disaster recovery and emergency funding. Applicants may also contact any State Rural Water Association for assistance in preparing and submitting the required documents.
